FS#399 - Create fake "FTP" server

Create a fake "FTP" server that presents users with a view of their folders and the images in those folders. It would make bulk exports incredibly simple.

An added benefit is that you can do bulk imports in the same way, allowing the user to create folders and upload images into those folders -- they'd then be queued for import processing.

This sounds really good!

I'm really missing bulk upload functionality. And local server import doesn't work here. Even if it's enabled, there is no extra button on picture upload page.

So I wouldn't have to pack my 4G CF-Card into tars for upload anymore.

it has to be globally enabled in the config, and then enabled on a per-user basis by the admin -- to specify the local path for the user.
