Reason for closing: Won't implement
Additional comments about closing: Closing out stuff that will never get done. I don't anticipate any meaningful method of revamping the comments system without a total rewrite of how users are handled.

"ratingless comments" will also screw with the code that ensures that only one rating from a given user is added. Hmm. I'm still investigating what it will take to add a more generic comment mechanism.
Okay, on reflection the best way to take care of this (yeah, I know it's been a while...) is to separate 'ratings' from 'comments' altogether.
ratings should jump over to a star-based widget that JustWorks(tm), instead of going to a separate page. (jquery to the rescue)
comments are another matter...
