The search with tag cloud should only search for master versions or there should be an option to choose this.

There's also already a preference for 'only returning masters', but it wasn't hooked up properly on the tag search pages. (r2049)

We need a UI element for 'masters only' but I haven't figured out a good way to do that yet.
