admin users should already have full access to all manufacturers -- but the listing they see is restricted, apparently.. that's a one-line fix. (r2045)

I wonder, should this apply to other stuff like labels and locations?

r2046 has it extended to labels and locations too.

Yes, I think it would make sense applying this for labels and locations, too. But I don't need it yet. The reason for this task was, that I want to change the url's of the manufacturers.

It doesn't really make sense to have private manufacturers or label types; they're basically global. Locations can be private.
